ICN News – From Coal Mining to Methanol Downstreaming, A New Milestone for Indonesia’s Mining Industry

East Kalimantan is once again at the center of Indonesia’s mining downstreaming agenda. PT Kaltim Prima Coal (KPC), one of Indonesia’s largest coal mining companies, is entering a new phase of its business through a strategic coal-to-methanol gasification project.

The development was marked by the groundbreaking of the Coal to Methanol project, developed by PT Bumi Etam Chemical (BEC) at the Batuta Chemical Industrial Park (BCIP), Bengalon District, East Kutai, East Kalimantan, on August 31, 2026.

BEC is a joint venture established by PT Kaltim Prima Coal and PT Arutmin Indonesia, two major mining companies under PT Bumi Resources Tbk. The project represents a concrete step toward increasing the domestic value of coal by transforming it into higher value industrial products.

Transforming Coal into Higher Value Products

For decades, Indonesian coal has largely been associated with mining activities and commodity exports. However, changes in global energy markets and the government’s push to increase domestic value addition are encouraging mining companies to look beyond coal as a conventional energy commodity and explore its potential as an industrial feedstock.

Through gasification technology, coal can be converted into intermediate products that are subsequently processed into methanol, The BEC project is designed with an estimated production capacity of approximately 2 million tonnes of methanol per year. The facility will be developed on approximately 93 hectares within the BCIP industrial area.

For KPC and Arutmin, the project represents a strategic opportunity to expand coal utilization particularly lower calorie coal into a higher value chemical product.

Major Investment, Major Ambition

Before entering the physical construction stage, BEC signed the Front End Engineering Design (FEED) contract and EPCC Framework Agreement in July 2026.

The FEED stage is essential to ensure that the project’s technical design is ready for construction. Meanwhile, the EPCC framework covers engineering, procurement, construction, and commissioning activities.

The project’s investment value is estimated at more than US$2.3 billion, equivalent to approximately Rp41.5 trillion. With such a substantial investment, the Bengalon Coal to Methanol project is positioned as one of Indonesia’s major coal downstreaming initiatives.

The project is targeted to begin methanol production in 2029.

Reducing Indonesia’s Dependence on Imported Methanol

One of the key objectives of the project is to support domestic methanol demand.

According to BEC President Director Rio Supin, the project is primarily aimed at reducing Indonesia’s dependence on imported methanol by developing domestic production capacity.

Methanol is an important industrial raw material with applications across various sectors. Therefore, establishing a large-scale domestic production facility could strengthen Indonesia’s industrial supply chain while reducing reliance on international supplies.

The project is also projected to generate potential foreign-exchange savings of approximately Rp7.1 trillion per year through import substitution.

From Mining to the Chemical Industry

What makes the project particularly significant is the transformation it represents in the coal business model, KPC has long been recognized as a major coal mining company. Through this downstreaming project, however, the value chain of coal is being extended from mining activities into industrial processing.

Coal will no longer simply be treated as a commodity to be sold, but as a raw material that can be converted into a higher value chemical product, This transformation reflects one of the most important directions for Indonesia’s mining industry in the years ahead.

For mining companies, downstreaming is not simply about building processing facilities. It is about creating a broader industrial ecosystem involving technology, engineering, construction, energy, logistics, manufacturing, and skilled human resources.

Creating Opportunities Across the Industrial Ecosystem

With an investment value reaching tens of trillions of rupiah and a large production capacity, the Bengalon project could generate significant economic multiplier effects for East Kalimantan.

The construction and operation of the facility will require support from a wide range of industries, including engineering and construction services, industrial equipment suppliers, mining services, power and utilities, transportation, logistics, and other supporting sectors.

BEC has also partnered with several companies in developing the project, including PT Istana Karang Laut (IKL) and China National Chemical Engineering Co., Ltd. (CNCEC).

For companies that have traditionally served Indonesia’s mining supply chain, the project could create new opportunities to participate in a much broader downstream industrial ecosystem.

KPC and the New Face of Indonesia’s Coal Industry

Ultimately, the groundbreaking of the Coal to Methanol project is about more than the construction of a new industrial facility, It represents a broader shift in the direction of Indonesia’s coal industry, Together with Arutmin through BEC, KPC is taking steps to move coal beyond its traditional role as a mining commodity and transform it into a higher value industrial feedstock.

If the project progresses according to plan, Indonesia is expected to have a large scale coal to methanol facility producing domestic methanol by 2029, supporting national efforts to reduce imports and increase the value generated from Indonesia’s natural resources.

For East Kalimantan, the project could further strengthen the province’s position not only as one of Indonesia’s major energy producing regions, but also as an emerging center for resource based downstream industries.

For KPC, a new journey has begun. From mining to manufacturing, from commodity to value creation and from East Kalimantan to a new chapter in Indonesia’s coal downstreaming industry.
