After Groundbreaking, Liugong Prepares Indonesia As Asia-Pacific Production Hub For Heavy Equipment

ICN News, Jakarta – Karawang is emerging as a strategic point in LiuGong’s manufacturing expansion, backed by an investment of around US$317 million or Rp5.2 trillion and targeted to begin operations in the first half of 2027.

LiuGong’s strategy to strengthen its heavy equipment business in Indonesia is now entering a new phase. Following the groundbreaking of its Indonesia Green & Smart Industrial Park in Karawang, West Java, on July 22, 2026, the Chinese heavy equipment manufacturer is preparing Indonesia to become one of its important production bases for the Asia-Pacific market.

The project is more than simply the construction of a heavy equipment assembly facility. LiuGong is developing the industrial park as an integrated manufacturing platform combining production, technology, research and development, local supplier development and talent cultivation.

According to LiuGong, the facility is scheduled to begin operations in the first half of 2027 and will become Indonesia’s first manufacturing plant dedicated to electric heavy equipment.

Planned Production Capacity of 5,000 Units per Year

In the first phase, the Karawang facility will establish production lines for excavators and electric wheel loaders, with a planned annual capacity of 5,000 units.

LiuGong will also introduce smart manufacturing technologies, including Automated Guided Vehicles (AGVs), Rail Guided Vehicles (RGVs) and a Manufacturing Execution System (MES). These technologies are designed to support a more integrated and digitalized production process.

For Indonesia’s heavy equipment industry, the facility could also strengthen the domestic supply chain, as LiuGong plans to increase local component sourcing and develop cooperation with Indonesian suppliers.

Therefore, the project is not only about producing machines. It could also create opportunities for the development of supporting industries, including components, logistics, after-sales services and skilled manpower.

Indonesia Positioned as an Asia-Pacific Hub

One of the most significant aspects of the Karawang project is the strategic position LiuGong intends to build for Indonesia.

The company says Indonesia will be developed as a production hub for the Asia-Pacific region, with products gradually expanding into international markets, including North America and Europe.

This means Indonesia is not being viewed merely as a destination market for LiuGong equipment, but increasingly as part of the company’s global manufacturing network.

The strategy is consistent with LiuGong’s efforts to expand its business presence in Indonesia, including equipment solutions for mining, construction, infrastructure and new-energy projects.

Earlier in 2026, LiuGong Indonesia also delivered 939EES excavators and 856HE electric loaders for a new-energy project in Indonesia, demonstrating the company’s growing focus on electric equipment in the local market.

R&D and Local Talent Development

LiuGong is also preparing to establish an Indonesia Product Application R&D Center as part of the industrial park development.

Luo Guobing, Vice Chairman and President of LiuGong Machinery, said the Indonesia Green & Smart Industrial Park would be more than a manufacturing plant, describing it as an integrated platform for manufacturing, R&D, talent development and industrial cooperation.

LiuGong is also partnering with Universitas Gadjah Mada to support technology transfer and local talent development.

Since joining the China–Indonesia School Cooperation Programme in 2023, LiuGong says it has trained more than 900 students. A new group of 30 students is currently receiving professional training at LiuGong’s headquarters in China and will proceed to the Indonesian manufacturing facility for practical work after completing the programme.

This indicates that LiuGong’s investment strategy in Indonesia extends beyond physical infrastructure to include industrial capabilities and the development of local human resources.

From Heavy Equipment Market to Manufacturing Base

With a planned annual capacity of 5,000 units, smart manufacturing technology, electric equipment development, R&D facilities and local supplier development, the Karawang project represents an important step in LiuGong’s strategy in Indonesia.

According to data from Indonesian Coal & Nickel News (ICN NEWS), the development is worth watching because Indonesia remains an important market for heavy equipment, particularly with demand from mining, construction, plantations, infrastructure and energy projects.

Following the groundbreaking in July, attention is now shifting from the construction of the facility itself to the next stages: how quickly the plant will move toward production, how LiuGong will develop its local supplier network, and how far Indonesia-made LiuGong equipment can penetrate the Asia-Pacific market.

With operations targeted for the first half of 2027, Indonesia is being prepared not only as a LiuGong market, but also as an increasingly important part of the company’s global manufacturing and supply chain network.
